The lists tool in HubSpot allows you to create a list of contacts or companies based on property values and other characteristics, including activities.

Using suppression lists in workflows
Under the Settings tab in your workflow, check out the option to add a suppression list to exclude a list of contacts from your workflow. This should be used in the case where these contacts technically qualify to enroll in the workflow, but you'd like them to be excluded from it for any given reason.
It will look like this under Settings:
Once you hit "Choose a list," you'll be able to select a list that contains the group of contacts that you'd like to exclude from the workflow.
